Someone might say this when a family has an able-bodied man who doesn't work and instead relies on others, causing the family to remain poor.

It's a direct critique of a social failure—a man not fulfilling his role. By using '懒汉' rather than just 'lazy person,' it specifically shames men who shirk responsibility, reinforcing gender roles and the value of hard work.
